California backflow tester certification update

The California Cross-Connection Control Policy Handbook sets a statewide certification framework for testers used by public water systems. From July 1, 2026 through June 30, 2027, a tester must hold a certification from an organization recognized by the State Water Resources Control Board for compliance with the handbook. Beginning July 1, 2027, the handbook requires certification organizations to be ANSI-accredited to ISO/IEC 17024.

Local water providers may add their own approval, reporting or documentation requirements. For the most current status, review the State Water Board tester certification guidance and the recognized and accredited tester certification list, then verify local eligibility with the agency named on your notice.

What to have ready before calling a tester

  • The complete notice, including due date and account or assembly number.
  • The property address and name of the water provider.
  • Manufacturer, model, size and serial number when visible.
  • Photos showing the assembly and surrounding access.
  • Any prior failed-test report or repair history.

Testing, reporting and repairs

A tester performs the required field test and handles documentation according to the water provider's process. If the assembly fails, repair and a passing retest may be needed. Replacement may be appropriate when repair is impractical or the assembly does not meet the provider's current requirements.

Each water provider controls its own eligibility and reporting rules, so confirm acceptance for the property before scheduling.

Do not wait until the due date

Access problems, shutoff conditions, failed components and reporting questions can add time. Scheduling early leaves room for diagnosis, parts, repair and retesting when necessary.
